Sulla scorta di una pluralità di fonti archivistiche e a stampa, l'Autore approfondisce il ruolo esercitato dalla Santa Sede in materia di assistenza e cura pastorale dell'emigrazione italiana all'estero nel periodo che, dalla seconda metà dell'Ottoc…ento, giunge fino al Concilio Ecumenico Vaticano II e alla stagione postconciliare. L'Autore documenta come, almeno fino alla seconda metà degli anni Ottanta dell'Ottocento, gli interventi promossi dalla Chiesa italiana per la tutela degli emigranti furono assai limitati e rivestirono, nel complesso, un carattere episodico e marginale. La situazione mutò sensibilmente nel corso dei pontificati di Leone XIII e di Pio X. Quest'ultimo, in particolare, s'impegnò tanto sul fronte dell'intensificazione delle iniziative ed opere di assistenza e nella centralizzazione delle politiche a sostegno della cura pastorale dei migranti, quanto su quello - altrettanto decisivo - del reclutamento e della formazione culturale e spirituale del clero destinato ad animare la vita religiosa delle comunità di emigrati italiani all'estero. L'impegno in favore dei profughi e dei prigionieri di guerra esercitato dalla Santa Sede negli anni della seconda guerra mondiale contribuì a far maturare all'interno della Chiesa una sensibilità più larga e a spostare progressivamente l'attenzione dal problema dell'emigrazione italiana a quello, più complessivo e di portata universale, di tutti coloro che, non solamente per motivi economici, ma anche per cause legate ai conflitti armati, alle catastrofi naturali e alle persecuzioni, erano - e sono ancora oggi - costretti ad abbandonare i luoghi d'origine e a vivere lontano dal proprio paese (profughi, prigionieri di guerra, rifugiati ecc.).
