The Acts were introduced after the stoning of King George III's carriage on his way to the state opening of parliament in 1795, and they placed significant restrictions on free assembly, speech, and protest. The Treasonable and Seditious Practices Act stated that those who "caused, imagine, invent, devise or intend death or destruction, or any bodily harm tending to death or destruction" to the monarch "shall suffer pains of death, and also lose and forfeit as in cases of high treason". The Seditious Meetings Act focused on preventing any plotting to disrupt the state. It required anyone who organized a meeting discussing political policies to get permission, and limited such gatherings to 50 participants. Several petitions and resolutions expressed loyalty to the king and a wish to protect him from harm, but complained that the acts threatened the constitution, limited the rights of subjects to assemble peacefully, and allowed charges of sedition to be levied against a wide range of publications. The long preface is a substantial essay on the nature of liberty and the complexity of the social contract. Anonymously written, it includes remarks on the American War of Independence and centres on the ambiguity of the bills, viewed as both an "infringement on the constitutional liberties of the subject" yet as "absolutely necessary by the complexities of our times" (Preface, [p. iii]).
