As a consequence he has 'no time or energy left over for other societies', and feels that he 'must lay down the honour of my position in the Poets Club, but I hope I may be allowed to remain your colleague as an ordinary member'. Newbolt's entry in the Oxford DNB gives an indication of his busy career outside literature: 'During the First World War Newbolt served at the Admiralty and the Foreign Office, [] He was conscientious in honorary service: he served on many commissions and committees, and on bodies such as the Royal Literary Fund and the Royal Society of Literature. He was a trustee of the National Portrait Gallery from 1928 to 1937. In 1915 he was knighted and appointed CH in 1922.'.

The Report, known as the Hope Simpson Report, following the Hope Simpson Enquiry, was a product of the British commission that Simpson led. It was formed in August 1929, followed the 1929… rioting and pogroms by the Arabs and its conclusion was to be, and was, to limit Jewish Immigration, Land Settlement and Development issues in the British colony of Palestine, known as British Mandatory Palestine, as recommended by the Shaw Commission after the pogroms. The report, dated October 1, 1930, was published October 21, 1930 and it recommended limiting Jewish immigration based on Palestine's alleged economic absorptive capacity. The Passfield White Paper was also dated October 1, 1930, and recommended similar limiting of Jewish immigration. Then, as now, the Arabs were more numerous, had oil, and were not Jews.

Some light general wear to car…d wrappers including a small nick to upper cover of text volume, some repaired tears to large map, generally in very good condition. The large folding map is quite brittle and should be handled very carefully. Complete with the very rare appendix of maps. It was "the first detailed attempt to assess Palestine's population capacity, and its estimate of the total cultivable land was almost 40 per cent lower than previous estimates. It claimed that under existing conditions there was 'no margin of land available for agricultural settlement by new immigrants'. [and] advocated limiting the area of Jewish settlement and ending the eviction of Arabs" (ODNB). In reaction to the 1929 violent unrest in Palestine, the British government sent the Shaw Commission (Palestine. Statement with regard to British policy. Cmd. 3582, 1930) to report on the situation in the Mandate. This concluded that Jewish immigration pressurized and displaced the Arab population, and rejected the view that the Jewish National Home was the principal feature of the Mandate. The Shaw Commission recommended an investigation into Palestine's economic absorptive capacity of Jewish immigration, and the present lot, Sir John Hope Simpson's report, concluded that the increasing number of Jewish land purchases was leading to a growing population of landless Arabs. Hope Simpson's recommendations of reduced Jewish immigration and restrictions on land transfers were adopted by the Passfield White Paper (Palestine. Handwritten letter bound within pamphlet 32, dated 2 May 50, in which the writer (Dr. Ahern?) describes examining the recipient's patient and his impressions thereof. Original blue-green wrappers. Complete with the very rare appendix of maps. In reaction to the 1929 violent unrest in Palestine, the British government in 1930 sent the…Shaw Commission ("Palestine. Statement with regard to British policy", Cmd. 3582) to report on the situation in the Mandate. This concluded that Jewish immigration pressurized and displaced the Arab population, and rejected the view that the Jewish National Home was the principal feature of the Mandate. The Shaw Commission recommended an investigation into Palestine's economic absorptive capacity of Jewish immigration, and the present publication, Sir John Hope Simpson's report, concluded that the increasing number of Jewish land purchases was leading to a growing population of landless Arabs. Hope Simpson's recommendations of reduced Jewish immigration and restrictions on land transfers were adopted by the Passfield White Paper ("Palestine. Statement of policy by His Majesty's Government in the United Kingdom", Cmd. 3692) that same year. - Maps 1 and 6 with very small holes at some creasefolds and a few very short marginal tears and nicks, maps and accompanying text in appendix with light dog-earing. Map 3 apparently never issued. Wrappers to text volume faintly creased, appendix unevenly faded and extremities lightly rubbed. Extremely rare. - Khalidi & Khadduri 1658. Cf.
