Sir Robert Hart served as the inspector general for the Chinese Imperial Maritime Customs from 1862, shortly after its founding, until his death in 1911. A brillia…nt and incorruptible administrator, Hart's operations in the treaty ports became one of the major sources of revenue for the Chinese government. In addition to his achievements in the Customs service, Hart was a central figure in many other aspects of Chinese administration, including the diplomatic service, the creation of a postal system, the maintenance of harbours and lighthouses and even the establishment of schools for Chinese to study modern technologies and learn foreign languages.
