Il Prof. Tarro, pone l'accento sul ruolo che la ricerca scientifica, riveste nella promozione dello sviluppo e della ricchezza di ogni comunità, denuncia il rischio di una progressiva involuzione del nostro Paese se, abbandonando la sua antica tradizione umanistica e scientifica, non sarà capace di modificare un orientamento dominato da un sostanziale scetticismo nei confronti dell'apporto culturale ma anche economico che può provenire dalla ricerca ed auspica una innovazione negli attuali modelli di gestione.
