Laske gelegt, welcher in seinen Maßnahmen von meinen Leuten in meinem Auftrage controlirt wird [.]". - Wielemans war nach dem Studium an der Akademie der bildenden Künste in Wien im Atelier seines Lehrers Friedrich von Schmidt tätig. 1874 gewann er die Konkurrenz um den Wiener Justizpalast, den er bis 1881 vollendete; Gerichtsgebäude u. ä. bildeten fortan einen Schwerpunkt seiner Tätigkeit (Graz, 1889-93; Salzburg, 1903-09), weiters entwarf er Sakralbauten (Breitenfelder Pfarrkirche in Wien) und Wohnhäuser bzw. Villen (Villa Gutmann in Baden, 1882-84). Sein zweites monumentales Hauptwerk wurde das Grazer Rathaus (Umbau 1887-95 mit T. Reuter). - Auf Briefpapier mit gedr. Briefkopf.
