In 1903 he was appointed the professor of obstetrics and gynecology at the University of Leiden. After 37 years of research and teaching at the campus, he retired. Hoeven was a member of the Dutch Gynecological Association.

Importante studio sulla poesia di Pascoli ad opera di Jacobus Johannes Hartman, noto professore, filologo classico e poeta olandese, per due volte vincitore del Certamen poeticum hoeufftianum. Pascoli gli dedicò un distico elegiaco latino nel 1904, quando Hartman si era classificato secondo con il «Cornelius Gallus Parthenio», alle spalle del «Paedagogium» pascoliano. Hartman fu anche giurato del Certamen, e vale la pena riportare un aneddoto che vide protagonisti lui e Pascoli: nel 1911 il poeta inviò alla commissione del premio, anonimo come consentiva il regolamento, il componimento «Thallusa»; durante la lettura del carme, Hartman esclamò a gran voce "Questo è Pascoli!", infrangendo così l'obbligo al silenzio, ma dimostrando di saper riconoscere perfettamente lo stile del poeta (Brevini, Corriere della sera, 8 giugno 1993). Il presente saggio venne tradotto nel 1920 da Silvio Barbieri per Zanichelli, con il titolo «La poesia latina di Giovanni Pascoli».
