The American Legion at its first national convention in Minneapolis in. 1919 called for an adequate and appropriate military policy for our Nation, and it is their opinion that this national defense act provides a sound practical national defense. It is particularly interested in this policy because It provides in times of peace for a small standing army, with a citizen army capable of rapid expansion in times of emergency, which we believe to be in harmony with our national institutions and our traditional military policy.
