Tengo por necesario, después de haber estudia do la actitud y la conducta del Cuerpo Diplomático Español en la Secretaría de Estado, así como en las Embajadas y Ministerios, el dar a conocer lo que fue la Diplomacia josefina. Dos palabras bastarían para hacer saber en síntesis lo que ella fué. Sería más que suficiente afirmar que no la hubo, reduci do como estaba el Rey Pepino a la humillante de pendencia de París. Como quiera, sin embargo, que una parte de los elementos que se llaman avanza dos ha sostenido durante no corto tiempo que el al zamiento nacional de 1808 a 1814 fué un grande mal para la Patria y que habría sido preferible a todas luces la sumisión ante la invasión francesa, es de primordial utilidad hacer saberlo que hubo en tal invasión, los elementos espirituales que aporta ra, los medios de que se sirviera, los hombres que la encarnaron, la organización que instauró y, en suma, lo que ella fue y significó en nuestra Histo ria. Así, la Secretaría de Estado y las Embajadas y Ministerios de Botellas me servirán de pretexto para completar el cuadro, rápidamente bosquejado en esta obra, de la Guerra de la Independencia.
