Noch im Jahr 1965 wurde die Jugend, die nur zwei Jahre später protestierend durch die Strassen zog, wie folgt beschrieben: 'Aber was sich auch ereignen mag, diese Generation wird nie revolutionär, in flammender kollektiver Leidenschaft auf diese Dinge reagieren.' (Schelsky, in Langguth 1983, S. 19) Auch andere Sozialwissenschaftler stellten ähnliches fest, so auch Friedeburg 1965: 'Überall erscheint die Welt ohne Alternativen, passt man sich den jeweiligen Gegebenheiten an, ohne sich zu engagieren, und sucht sein persönliches Glück in Familienleben und Berufskarriere. In der modernen Gesellschaft bilden Studenten kaum mehr ein Ferment produktiver Unruhe. Es geht nicht mehr darum, sein Leben oder gar die Welt zu verändern, sondern deren Angebote bereitwillig aufzunehmen und sich in ihr, so wie es nun einmal ist, angemessen und distanziert einzurichten.' Die Entwicklung des dritten Pfeilers der Europäischen Union, der polizeilichen und justiziellen Zusammenarbeit, zeigt schon bei einer kursorischen Betrachtung, welche Bedeutung der Inneren Sicherheit in der EU beigemessen wird. Die Europäische Union ist mit einem komplexen Vertragswerk und verschiedenen Institutionen ausgestattet, um im Bereich der Inneren Sicherheit handlungsfähig zu sein. Der Bereich der Inneren Sicherheit ist ein bedeutendes Instrument nationalstaatlicher Politik. Dennoch arbeiten die Nationalstaaten mit Hilfe bilateraler Verträge, beziehungsweise der Europäischen Union, im Bereich der Inneren Sicherheit, zum Teil sehr eng, zusammen. Da die Zusammenarbeit historisch gewachsen ist, wird die Arbeit sich zunächst mit den beginnenden Integrationsbemühungen Mitte der 70er Jahre beschäftigen, da diese als Grundlage und Basis für weitere Integrationsschritte von immenser Bedeutung waren. Im weiteren Verlauf wird vorwiegend eine chronologische Analyse der einzelnen Stationen der Integration im Politikfeld Innere Sicherheit und ihre demokratische Legitimation folgen. Die Formen der institutionellen Kooperation und deren Legitimationsproblematik sollen am Beispiel von Europol verdeutlicht werden. Die Diskussion um ein mögliches Legitimationsdefizit wird auf Grundlage eines europäischen Demos geführt. Die Analyse der europäischen und der nationalen Ebene und ihre Partizipationsmöglichkeiten, auf die Entwicklung der Legitimation der Kooperation im Bereich Innere Sicherheit, bilden daher das Zentrum meiner Analyse. Das Politikfeld der Inneren Sicherheit umfasst einen großen Themenbereich, zum Beispiel Kriminalität und Terrorismus, auf den nicht näher eingegangen werden soll. Vielmehr ist eine kurze Einführung in die Begrifflichkeit und ihre unterschiedlichen Definitionen in den EU Ländern von Nöten, um den Integrationsprozess mit seiner Legitimationsproblematik eruieren zu können.
