The Royal Commission on Historical Manuscripts (abbreviated as the HMC) was established in 1869 "to make enquiry as to the places where manuscripts and private papers of historical interest were located and to report on their contents". The HMC's offices were located at Quality House, Quality Court, Chancery Lane, close to the old Public Record Office. The general public were able to visit Quality House during regular office hours to use the National Register of Archives, a computer database of archival references drawn from catalogues and published lists of manuscripts, useful for the study of British history, held in private hands and repositories in both the UK and overseas. In April 2003 the Keeper of Public Records became the sole Historical Manuscripts Commissioner. The chief executive of the National Archives is now Keeper of Public Records and Commissioner of Historical Manuscripts.

John Blackburne, 1754-1833, of Hale Hall, Liverpool, High Sheriff of Lancashire 1781-82, M.P. for Lancashire 1784-1830, succeeding Sir Thomas Grey Egerton (elevated as Baron Grey de Wilton) M.P., who accompanied him on this visit. Reporting on his visit to Windsor with Egerton to present an Address to the King from the City of Manchester concerning a ban on the import of English cloth into Flanders. A detailed, gossipy, account of an afternoon with King George III and Queen Charlotte and members of the Court at Windsor Castle. 'The King was most gracious as was the Queen. They both inquired after you and the Queen hoped you and family were well. The King said he never saw anyone more tired of London than you were and hoped you had recovered. I am so delighted with their Majesties I can scarce write anything else. He seemed uncommonly pleased with the Manchester Address for the Delegates. I never did a better thing in my life than go round by Windsor.' Blackburne reports on the illness of Princess Elizabeth ('Dr. James's Powder cured her'). 'Sir G. Webster poisoned himself but recovered from proper remedies. Mr Smith proves older than was expected being 51 years of age - I suppose Miss. begins now to find him a slack lover. I go tomorrow to Edmonton. Lord Grey meets me on Saturday at St. Albans.' Blackburne writes from his new house, built with green wood 'which has shrunk', but 'very neat and clean'. With other references to Mrs Thorpe, Lady Cunliffe, Mr Parry, Robert Jones, Mr Fell, Lord Palmerston, Mr Atkinson and Mr Rose. Although Hazlitt's handwriting is legendarily attrocious, the reader escapes lightly on this occasion. Hazlitt regrets that he has no copy of either of the books Baron names, as he 'printed only a few copies for presents. Nor have I any photograph of myself.' He is 'extremely glad that the perusal of my publications' has 'proved agreeable' to Baron. He will 'probably reprint some day the two volumes of verse with additions', and is at present 'bringing out a new edition of my Proverbs'.

From the papers of John Blackburne, who has marked in pencil an advertisement of 'TIMBER | TO BE SOLD BY AUCTION, | At the house of Thomas Green, in the Little-Corn-Market in Warrington, in the county of Lancashire, upon Wednesday the 3d day of March, 1790, at six o'clock in the evening, subject to such conditions as will be then and there produced.' Three lots are given: first, 370 oak trees on Blackburne's estate at 'Risley, within the parish of Winwick [.] in the occupation of Peter Wilkinson'; second, 577 oak trees at Risley, 'upon an estate in the occupation of George Rylands'; third, 25 ash trees, on estates in the occupation of John Eden and George Rylands. 'The tenants upon the estates will shew the Timber; and, for further particulars, apply to Mr. Phipp, steward to John Blackburne, Esq. or to Mr. Maire, attorney, in Warrington.'.

In answer to a request for autographs, she has 'some duplicates somewhere, but tonight I send you only three cards', as she has 'no letters of Miss Yonge that I should like to part with'. She names the authors of the 'three signed postcards' (not present) as: James Payne ('Editor of Cornhill, author of many novels'), Charlotte Yonge and Richard Monckton Milnes, Lord Houghton. Of the last she writes: 'I could not spare anything else of his, - & if you have another signature please let me have it back again - as also - the envelope - for that is also written by one who is dead - Hugh Conway - author of Called Back, etc. An envelope is better than nothing at all, I think.' She thinks it unlikely that Parker will be able to read the two men's cards, but assures him that 'they have written much more illegibly than they have done in these specimens!'.

Signed and dated in type at foot: 'JOHN BLACKBURNE. | HALE, | November 12th, 1829. Printed on one side of a piece of wove paper, and with one central horizontal fold. In fair condition, worn and aged, with slight loss and chipping at edges.' The seventeen lines of text begin: 'In conformity with the Declaration I made at the last General Election at Lancaster, I think it my duty to make publicly known, that it is not my intention again to offer myself as a Candidate for the distinguished situation I have held as one of your representatives.' Blackburne stresses that 'The Honor of representing this County in Parliament has ever been my greatest pride, and ambition. You have for Forty-five Years entrusted that important charge to my care, and I flatter myself your confidence has not been misplaced. I can with truth declare I have uniformly supported those measures which to the best of my judgment and abilities appeared most conducive to your interests and to those of the Country in general.' An eccentric figure, Blackburne was educated at Harrow and Queen's College, Oxford, and served as Member of Parliament for Lancashire for 46 years from 1784. See his entry in the History of Parliament. From Blackburne's own papers, through the Lancashire antiquary Dr James Kendrick (1809-1882).
