Cette publication ne regroupe que les actes pris depuis le 7 thermidor an II [25 juillet 1794] jusqu'au 9 fructidor an II [26 août 1794], alors que la mission du conventionnel Jeanbon Saint-André (1749-1813) à Toulon se poursuivit jusqu'en mars 1795. Pièce importante concernant l'action de l'un des réformateurs de la marine française sous la Révolution. * Pasteur protestant à Montauban, Saint-André s'était jeté corps et âme dans la tourmente révolutionnaire, secondant Robespierre, combattant les Girondins, votant la mort du roi, mais s'opposant, le 8 février 1793, à ce qu'on punît les auteurs des massacres de septembre. Il fit également élargir les détenus pour dettes, et fit voter l'abolition de la contrainte par corps. "Depuis quelque temps il s'était chargé de tout ce qui concernait la marine () Aucun service n'était alors plus insuffisant et plus délaissé que celui-là () L'esprit d'insubordination régnait dans les équipages, Toulon venait d'être livré aux Anglais Saint-André () tenta, avec l'énergie et la ténacité qu'il mettait à toute chose, de faire de la marine un auxiliaire aussi puissant que l'armée". This publication includes only the decrees issued between 7 Thermidor Year II [25 July 1794] and 9 Fructidor Year II [26 August 1794], although the mission of the Convention member Jeanbon Saint-André (17491813) in Toulon continued until March 1795. An important document on the work of one of the reformers of the French navy during the Revolution. * A Protestant minister in Montauban, Saint-André threw himself body and soul into the revolutionary turmoil, supporting Robespierre, opposing the Girondins, voting for the king's execution, yet refusing, on 8 February 1793, to sanction the punishment of those responsible for the September massacres. He also arranged for debtors to be released and secured the abolition of imprisonment for debt. "For some time he had assumed responsibility for everything concerning the navy () No service was then more inadequate and more neglected than that one () A spirit of insubordination prevailed among the crews, Toulon had just been delivered to the English Saint-André () attempted, with the energy and tenacity he brought to everything, to make the navy as powerful an auxiliary as the army."
