"Schutz / 2441/ 613 / 14 - St / Wash DC" in negative right lower margin. Label on rear of backing "Osage delegation, Washington, D.C. 1925." Charles H. Burke (1861-1944) in front center of the photograph, Osage Commissioner, 1921-1944. Burke has been characterized as an obscurantist and exploiter of Indians. He was a former Congressman from So. Dakota and author of the Burke Act which chilled Native American citizenship hopes and emasculated the trust feature of the allotment in severalty by making access to restricted allotments a matter of administrative description. THe NYT described Burke as a "rugged individualist: with a "frontierman's" attitude toward Indians. Panorama overall in very good condition with some soiling and edge and corner wear. Previously framed and rolled. Will be shipped rolled.
