The Emin Pasha Relief Expedition of 1887 to 1889 was one of the last major European expeditions into the interior of Africa in the… nineteenth century. Led by Henry Morton Stanley, its goal was ostensibly the relief of Emin Pasha, the besieged Egyptian governor of Equatoria (part of modern-day South Sudan), who was threatened by Mahdist forces. Contains (xviii), 269 pp with plates in line and half tone throughout. Front free end paper absent, relevant ink note to margin of pp 63, foxing to the page edges. Good condition book in Very Good condition dust wrapper with slight sun fading down the spine, not price clipped. Member of the P.B.F.A. NORTH AFRICA [Sudan].

Referring to a previous letter he finds 'that the point that off…icials who have passed the advanced stage of your exam[inatio]n. in Book Keeping are exempted at the examination for Divisional Accountants in India is really not a new one, You tell it yourself in your letter [.], so it was before the Govt. of India. It is not likely therefore that it will have any effect in making them modify their views unless new examinations could be brought forward, e.g. that there is a demand for men with such a qualification which is not at present adequately provided for.' He will be pleased to discuss the matter, and suggests a time for meeting. Signed 'F W Duke'.

LETTER ONE (one page, quarto): Ormsby Gore has had forwarded to him a letter received by one of the Secretaries of State's Private Secretaries 'from Dr. A. C.…Haddon, [Alfred Cort Haddon, 1855-1940; DNB] a Reader in Anthropology at Cambridge University', and thinks the R.S.A. may be interested in Haddon's proposal. This is outlined in the carbon copy (one page, folio): 'Prof. A. R. Brown [.] is coming to England for a very short time in February. He says - "I should like, if it were possible, to give a public lecture, (I assume in London) not to anthropologists on the subject of the need of anthropology in the British Empire, in other words, a missionary lecture to people whom it might be of use to persuade to help in the furthering of anthropological studies." | Brown got a Fellowship at Trinity Coll. Camb. for his field-work on the Anamanese [.] He has done important work among Australian aborigines, had a Govt. educational job in Tonga [.] and has just been elected to the new Professorship of Anthropology in Sydney.' LETTER TWO (one page, 12mo): 'Many thanks for your letter of yesterday, about Professor Brown. We will at once find out what dates in February would be possible for him to read his paper.'.

Among other duplicated documents are fifteen legal 'Precis' from Tanner's course at the Civil Affairs Staff Centre, Southlands House, Wimbledon Common, totalling 120pp, each headed '(Far East Wing) | Legal', dating from between February and April 1945, most signed in type by 'H. P.' Also present are three examples of legal statements (by Ma Nan Yu, Paw Hmon and Maung Tha Byaw). Also 'The High Court of Judicature at Rangoon. General Letter No. 6 of 1946', regarding charging procedure, and document by 'J. W. Leedham [John Walter Leedham (1905-1992)] | District Magistrate, | (Resident, N.S.S.), | Northern Shan States, | Lashio.' Also a group of related typed documents:'Shan States Manual | Civil Procedure' (13pp); 'The Shan State Opium Order | Politicle [sic] Department Notification No. 37, dated the 10th September 1923.' (3pp); 'The Shan States Arms Orders 1924' (2pp); 'The Shan States Excise Order, 1925' (2pp); 'Mongmit State Tenancy Rules' (3pp); 'Motor Vehicle Rules' (2pp); 'The Shan States Gambling Order' (2pp). Also a printed 1945 pamphlet of twenty-four pages, issued by the Colonial Office, London, titled 'His Majesty's Colonial Service Post-War Opportunities'. The last item in the volume is a duplicated typescript of a study by 'A[lan]. A[rthur]. Cameron, Assistant Superintendent, Kodaung Hill Tracts', titled 'A Note on the Palaungs of the Kodaung Hill Tracts, of the Mongmit State'. Closely-typed over 49pp (the first 13pp foolscap 8vo, the last 36pps 8vo), with figures. (The original of this item was published in 1912 in Rangoon by the Office of the Superintendent Government Printing, Burma.) The correspondence in the folder includes: numerous items signed by G. E. Pennell, 'for Resident, Northern Shan States, Lashio'; several items from the Colonial Office, London; a couple of items from the War Office, London (both stamped 'Confidential'); several items signed by J. S. Manikan, Frontier Areas Administration, General Administration Department, Rangoon; letter from S. de Glanville, Office of the Resident, Northern Shan States, Lashio, with signed response from Tanner stating that he cannot sign his annual report as 'My wife's conduct is not liable to criticism or imputation by the Government'; letter from Assistant Resident, Kyaukme. Also long letter from 'Philip', i.e. P. T. Barton, on letterhead of the Government of Burma, Frontier Areas Administration, Rangoon, 26 April 1947, which he begins with the joke that he has 'told the Civil Service Commission that if they really had the future of the Empire at heart then there was no option but to employ you', before turning to the 'draft report of Rees Williams', his own life in Rangoon, his position as 'best man to John Naiff', 'a second visit to the Shwe Dagon during the water festival'. Tanner's entry in the 1965 'Who's Who in East Africa' states that he was 'educated Rugby School 1935-39, Oxford University 1955-59; Dip. Social Anthropology 1956, B.Sc. 1959; Army Service 1940-45; Burma Frontier Service 1945-48; Colonial Administrative Service 1948-60; Extra Mural Dept., University College Nairobi, 1961-65; Chairman, East African Institute of Social Research since 1965'. With the aid of his son, Tanner published the diary of his army service during the 1942 retreat from Burma: R. E. S. Tanner and D. A. Tanner, 'Burma 1942: A Retreat. The Diary of Ralph Tanner 2nd Battalion The King's Own Yorkshire Light Infantry' (2009). The book contains a 'military biography' describing how between 1940 and 1941 Tanner served as batman to Evelyn Waugh ('then a Royal Marine captain acting as the Intelligence officer for the Commando Brigade') in Crete, and returned to England in June 1941, having been mentioned in despatches. Royal oval seal stamp in left top corner of first page. Contemporary red morocco with gilt borders. Seven compartments of spine richly decorated in gilt; edges gilt; sides rubbed; corners worn. Royal confirmation of noble status for Antonio de las Cagigas from Escalante, Spain, son of Antonio de las Cagigas of Santander and Juana del Castillo Santelices, who had sailed to Spanish America from El Ferrol in 1784 to become an outstanding administrator in Buenos Aires. The beautifully ornamented document, written in a fine chancery hand, contains the petition made by Felipe Perez on Cagigas s behalf to the royal chancery at Valladolid with the support of Juan Félix de Ganzio y Palacio, and Francisca de las Cagigas Castillo, nephew and sister of Cagigas, both from Escalante. The greater part of the volume contains testimonials by the scribe, Bernardo de Oceso, sworn statements, records of marriages, betrothals and baptisms, and authenticated copies of tax-lists relating to the Cagigas s ancestors. A small inkstain on 2 leaves not affecting text, otherwise in excellent original condition throughout. Bound at the end is a royal approbation of additional documents submitted by Manuel Garcia Navas in the name of Antonio de las Cagigas issued to ensure that the patent of noble descent will be acknowledged in the kingdoms of the Indies. Antonio de las Cagigas had made a rapid career in the government of Buenos Aires: by 1790 he was treasurer to the police department; successively acting as commissioner of municipal paving, excise, and lighting, he first introduced street lighting to the city; in 1799 he became Syndic of the Buenos Aires Chamber of Commerce. Cagigas' main claim to fame in Argentine history, however, is his contribution to the defence of the city against the attempted British Invasion of 1807, when he directed the digging of trenches for placing cannon in the streets and in the plaza, and provided the lighting necessary for the night march of 2nd July undertaken by the local militia. His estate at Barracas, west of Buenos Aires, became famous as a point of confrontation with the British troops advancing across the Riochuelo river towards the city (see Vicente Osualdo Cutolo, 'Nuevo Diccionario Biográfico Argentino', Buenos Aires 1969), II, p41).

Lieutenant (acting Captain), The East Surrey Regiment (attached Somaliland Camel Corps) where he received the Victoria Cross. At the time of his death, he was last surviving British Army recipient of the Victoria Cross in the Second World War, and the earliest and oldest recipient.

In the event that he is unable to attend the meeting ('as I have an engagt. for 3 o'clock at Marlborough House') he asks the Bishop to 'mention - if you…think proper - how entirely I agree with the view taken by Mr. Jacob & that I think £2,000 to each Bishopric is the least wh. S.P.G. shd. offer.' In Frere's view 'the meeting will have the power of deciding whether efficient episcopal supervision shall be provided for those two great Provinces, the Punjab & Burmah; or whether this shall be indefinitely postponed.' He explains regarding a plan on the matter put forward twenty years before by the Bishop of Exeter: 'The great Mutiny occurred & all action was postponed for 20 yrs.' The letter proceeds with a discussion of 'the kind of Bishop Ld. Salisbury proposes', with Frere dividing his analysis into four lettered sections, with the first (and shortest) reading: '(a) the exact kind of Bishop wh. Bishops Cotton & Milman contemplated'. Frere considers 'that what is described as a Miss[onar]y. Bishop must be more or less a class Bishop or a caste Bishop'. He concludes in the hope that 'S. P. G. will be true to its own old lines of principle & action & not, in hunting after vain shadows lose the substantial advantage of the creation of two manageable sees'.
